Strengthening Global Health Security by improving public health capacity to detect, notify, and respond to disease outbreaks globally

This funding opportunity aims to strengthen global health security by enhancing the capacity of countries to detect, notify, and respond to disease outbreaks through partnerships with Ministries of Health and other governmental institutions. Building on over a decade of work funded by the CDC, the initiative seeks to prevent avoidable epidemics—whether naturally occurring or intentional—and improve the early detection, characterization, and reporting of emerging biological threats while ensuring rapid and effective responses to public health emergencies of international concern. The program will be implemented over a five-year period from September 30, 2026, to September 30, 2031, with activities focused in specified countries across Africa, Asia, the Caribbean, and Central America, prioritizing multi-country or multi-regional approaches. Applicants must demonstrate strong organizational capacity, a clear and feasible approach aligned with CDC’s global health security strategy, and a robust evaluation and performance measurement plan, with awards determined through a competitive trade-off process that prioritizes technical merit over cost. The application requires submission of a comprehensive package including a project summary, 60-page narrative, budget narrative, and up to 90 pages of supporting attachments such as organizational charts, resumes, financial capability statements, and implementation plans, all formatted to strict guidelines including 12-point font, single-spaced text, and PDF format. An optional 10-point bonus is available for applicants partnering with locally registered organizations, and applicants must maintain an active UEI in SAM.gov throughout the award period. Funding is subject to annual appropriation with an estimated total range of $3 million to $53 million across all awards, though individual award amounts are not predetermined. Financial reporting must comply with 2 CFR 200 and the HHS Grants Policy Statement, and applicants must prove their ability to manage federal funds, with risk assessments conducted prior to award based on SAM.gov data. No FAR contract clauses apply, as this is a cooperative agreement under federal grant authority, not a procurement contract. All submissions must be made through Grants.gov by August 14, 2026, with no extensions permitted, and applications must be unencrypted and fully readable.
