Strengthening global health security through local partnerships in Uganda

This contract aims to enhance Uganda’s ability to rapidly detect and respond to health threats by addressing critical gaps identified in the 2023 Joint External Evaluation of its global health security capacities. Efforts will focus on strengthening surveillance, laboratory systems, rapid response capabilities, and countermeasures for priority human and zoonotic diseases, aligning with Uganda’s National Action Plan for Health Security. The initiative will also promote multi-hazard, multi-sectoral preparedness and support the development of national legislation to enable functional, real-time funding mechanisms for health emergencies. A central component includes the establishment of a national border health program and the expansion of the National Integrated Surveillance System through a functional electronic platform that integrates data on surveillance, laboratory results, disease notifications, emergency responses, reporting, and workforce tracking for key diseases. The program emphasizes local partnerships to ensure sustainable, context-driven improvements in public health infrastructure and operations. It seeks to connect disparate systems into a unified platform that improves data flow and decision-making during health crises. The Centers for Disease Control and Prevention, under the Department of Health and Human Services, is issuing this solicitation to identify partners capable of delivering these objectives within Uganda. Interested parties must submit proposals by August 14, 2026, with inquiries directed to the designated CDC point of contact. The initiative is part of a broader effort to build resilient health systems capable of preventing, detecting, and responding to emerging threats at their source.
