The Bureau of European and Eurasian Affairs, Office of the Coordinator of U.S. Assistance to Europe, Eurasia, and Central Asia, is seeking organizations to drive economic opportunities for U.S. energy, logistics, and infrastructure businesses and investors in Moldova. The program aims to strengthen Moldova's energy security and trade connectivity, specifically focusing on increasing domestic energy supply, maximizing the benefits of the U.S.-funded Trump Liberty Line, and enhancing the resilience of the Port of Giurgiulesti to support Moldovan and Ukrainian trade flows. This initiative aligns with the POWER Moldova Act and the synchronization of Moldova's grid with the continental European grid. The solicitation follows a two-step process, beginning with a Statement of Interest (SOI) due by December 6, 2026. The SOI must be a maximum of five pages, formatted in 12-point Times New Roman font with one-inch margins, and include a one-page budget summary in U.S. dollars. While a Unique Entity Identifier (UEI) and SAM.gov registration are not required for the SOI stage, they are mandatory for any applicant invited to submit a full proposal. The total program funding is 40 million dollars, with an award floor of 10 million and a ceiling of 40 million dollars, expecting two awards over a 36-month performance period. Evaluation is based on technical and financial capacity, the ability to leverage private sector resources, and the capacity to expand U.S. commercial engagement. Applicants must demonstrate coordination with other international donor programs and provide detailed safeguards for supply-chain security and grid cybersecurity. Awardees must comply with U.S. Government branding requirements, anti-discrimination laws, and trafficking in persons regulations, and are strictly prohibited from providing any funds or support to the United Nations Relief and Works Agency (UNRWA).
