Strip Camouflage

The Department of National Defence is soliciting proposals for the procurement of strip camouflage fabric burlap cloth to replenish depot stocks for Canadian Armed Forces dismounted soldiers. The material, designed to provide visual concealment in multi-terrain environments, must be 100% natural jute burlap cloth, 3 inches wide, with a weight of 10oz. The contract is structured with a 12-month firm deliverable period and a 36-month optional as-and-when component period, with initial delivery requested within six months of the award. The goods must be delivered Delivered Duty Paid (DDP) to the Canadian Armed Forces Supply Depot in Montreal, Quebec. The procurement covers nine different colors, including various shades of green, light brown, black, sage, idaho potato, and snow, with estimated optional quantities ranging from 250 to 2,500 yards per color. Award selection is based on the lowest evaluated price among bidders who meet all mandatory technical criteria, which include providing a manufacturer's certificate of conformity and adhering to NFPA 701 fire resistance standards. Technical specifications require 100-yard rolls to be wound on a mandrel, and all packaging and marking must comply with D-LM-008-036/SF-000 and D-LM-008-002 standards, including the use of bilingual English and French markings and machine-readable bar codes. Proposals are due by September 15, 2026.
