SKIN, AIRCRAFT
Solicitation # SPE4A1-26-T-2942
Solicitation SPE4A1-26-T-2942 is a request for quotations issued by the DLA Aviation Supply Chain for the procurement of four aircraft skin units, identified by NSN 1560-01-490-7294. The items must be manufactured according to specific technical data, including Basic Drawing 77751 160D514106 Revision M and Reference Drawing 77751 A-F201 Revision E. A critical requirement of this contract is the delivery of one unit for First Article Testing (FAT) within 90 calendar days of the contract date to Hill AFB, Utah, with the government providing approval or disapproval within 120 days of receipt. The final required delivery date is October 10, 2028, with a need ship date of May 24, 2026. The contract imposes strict regulatory and quality standards, including compliance with ISO 9001:2015 and SAE AS9100. Because the item contains technical data subject to ITAR or EAR export controls, contractors must have approved US/Canada Joint Certification Program certification and complete required DLA training to access the data. Packaging must adhere to MIL-STD-129 and ASTM D3951, with specific labeling required for hazardous materials and first article shipments. Administrative requirements include the use of the Wide Area WorkFlow (WAWF) system for invoicing and adherence to the Buy American Act and Berry Amendment. Award preferences are available for certified HUBZone small business concerns.
