The contract pertains to the procurement of 885 units of a STUD, TURNLOCK FASTENER with NSN 5325-01-505-2534 and part number 50S10-9-4AN, supplied by HOWMET GLOBAL FASTENING SYSTEMS INC, under solicitation SPE4A6-26-T-21H0. The item is designated as a critical application product and must comply with all DLA Master List of Technical and Quality Requirements, which supersede any other standards including ASTM D3951 for packaging. Packaging and labeling must follow MIL-STD-129 and adhere strictly to RP001 packaging guidelines, with palletization requirements enforced. The material must not contain intentionally added mercury or mercury compounds, except for specific permitted uses such as batteries, fluorescent lights, sensors, weapon systems, or NAVSEA-approved chemical reagents. Portable fluorescent lamps or instruments containing mercury must include a secondary containment barrier and be shockproof as per NAVSEA 5100-003D. Sampling is governed by MIL-STD-1916 or ASQ H1331 Table 1 using zero-defect acceptance criteria unless otherwise stated, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively. Unit of issue is each (EA), with no variance permitted in quantity. Delivery is FOB origin with inspection and acceptance occurring at destination, and the required shipment date is October 11, 2026, with a delivery lead time of 171 days from contract award. The item is not subject to Item Unique Identification per the service customer’s request. All packaging and documentation must reflect the correct government identification and comply with DLA requirements.
