Item Unique Identification is not required per the Service customer’s request, though all other packaging and labeling must adhere to federal and military standards, including hazard communication compliance under 29 CFR 1910.1200 where applicable. The technical data associated with the item is subject to export control under either ITAR or EAR, restricting disclosure to foreign persons and requiring compliance with DFARS 252.225-7048; access to such data is limited to contractors with approved JCP certification, completed DLA export control training, and formal authorization. All subcontractors must flow down applicable clauses, including export control, hazardous materials labeling, and whistleblower rights provisions. Payment is to be processed exclusively through Wide Area WorkFlow, and the contract includes specific FAR and DFARS clauses addressing equal opportunity, combating human trafficking, employment eligibility verification, sustainable products, and NIST SP 800-171 cybersecurity assessments. Offerors must disclose their UEI and CAGE codes, represent their size status and socioeconomic certifications if applicable, and certify compliance with all federal regulations. No contract type is specified at the solicitation stage, and pricing details remain unpopulated in the CLIN, with the final value to be determined upon award.
