Solicitation GS-11P-11-YT-C-0321 is a total small business set-aside issued by the General Services Administration for an asbestos study at the National Courts in Washington, DC. The selected Architect-Engineer will be responsible for delivering a comprehensive study that includes a project cost estimate, the estimated construction cost, and the estimated contract award amount. While the GSA has provided a current estimated construction cost of 2,320,029 dollars for the eventual removal of asbestos, ceiling tiles, and insulation, the primary objective of this specific contract is the professional study and design services required to establish the final project budget. Proposals must be submitted as a fixed fee based on the labor categories and hourly rates required to meet the study objectives. The agency clarified that previously listed fee caps were in error and that the total estimated fee should be based on the offeror's proposed level of effort. There is no separate pre-proposal meeting planned, and the scope of work is defined strictly by the solicitation documents.
