Sub-Array Power Supply - Energy Savings (SAPS-ES) units plus Line Replacement Unit spares (formerly HBQK-SAPS-R)

This notice serves as a presolicitation notice / procurement synopsis. The Air Force Life Cycle Management Center (AFLCMC) Strategic Warning and Surveillance Systems Division Contracting Office (HBQK), located at 1050 E Stewart Avenue, Peterson Air Force Base, CO 80914, intends to award one (1) sole source contract with Switching Power, Inc., located at 3601 Veterans Memorial Hwy, Ronkonkoma, NY, 11779-7691, United States. The contract will be a 6-year (5-year base ordering period with a 1-year option) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a ceiling of $43,632,000. The authority for going sole source is FAR 6.302-1 [10 U.S.C.(c)(1)], Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A Sources Sought was posted on FedBizOpps on 29 June 2016, under the solicitation number HBQK-SAPS-R. The specific contract requirements include, but are not limited to procuring Sub-Array Power Supply - Energy Savings (SAPS-ES) units plus Line Replacement Unit (LRU) spares to complete a full fleet replacement of legacy SAPS for the Ballistic Missile Early Warning System (BMEWS) and Precision Acquisition Vehicle Entry (PAVE) Phased Array Warning System (PAWS) (BPP) radars. The SAPS-ES units must be qualified design and are Form, Fit, Function, and Interface (f3I) replacements. The specific components and support efforts will be specified in the individual Delivery Orders. The approximate amount of units to be delivered under this contract is 652. Useable end item is one kit defined as a radar face. SAPS-ES units will be shipped to the PAVE PAWS sites at Cape Cod Air Force Station (AFS), MA and Beale Air Force Base (AFB), CA; and the BMEWS sites at Clear AFS, AK; Thule Air Base (AB), Greenland and Fylingdales Royal Air Force Station (RAFS), UK. The SAPS-ES specification is ITT-7639W-CAB (Legacy 952691-1 and 952691-2). Any offeror's product must have a qualified design and qualified production articles in order to be eligible for award. Additional information about the qualification requirement may be obtained from AFLCMC/HBQK. The anticipated contract award date is May 2018. This notice of contract action is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, received within fifteen (15) days of the issuance of this notice and it will be considered by the Government. In your response, indicate your business size (large, small, small disadvantaged, 8(a), women-owned, HUBZone, veteran-owned, service-disabled veteran-owned) and specify whether the firm is U.S. or foreign-owned. The Government will not be responsible for any costs incurred preparing proposals in response to this notice. A determination by the Government on the contracting strategy for this proposed contract based upon responses to this notice is solely within the discretion of the Government.
