The purpose of this synopsis is to notify interested parties that the DFC Acquisition office anticipates issuing a solicitation for a Sub-Saharan Africa Market Intelligence Database. DFC requires subscription to a database that can provide Market Intelligence that provides market trends and transaction information for markets in sub-Saharan Africa across a variety of sectors, including but not limited to critical infrastructure, agriculture, financial services, and healthcare, and including coverage of a number of major western (Nigeria, Senegal, Ivory Coast, Ghana), eastern (Kenya, Uganda, Rwanda, Tanzania, Ethiopia), and southern (South Africa, Mozambique, Zambia, Angola, Namibia, Botswana) African markets. Data and corporate profiles of companies operating in sub-Saharan Africa must include privately held businesses and middle-market sized entities. The platform will also be used to expediently identify relevant companies and transaction opportunities in Sub-Saharan Africa that align with DFC priorities for the region through customizable digital deal sourcing or digital - deal rooms. The platform will be used by DFC Staff (up to 5 unique users) covering sub-Saharan Africa, including from the Office of Strategic Initiatives, the Structured Finance and Insurance department, Office of Development Credit, and/or the Investment Funds Department. These User ID's shall be transferable in the case that staffing coverage changes. See the attached - Overview and Requirements for addition details. This is a new requirement. The Government may award more than one, firm fixed price purchase order to the responsible vendor(s) whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). The anticipated period of performance is a base period of 15 September 2020 to 14 December 2021 with two (2) one-year option periods which will be exercised at the Government's need or discretion. Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award. Award will be made to the responsible applicant whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The RFQ will be available on Beta.SAM.Gov on or about August 4, 2020. No hardcopies of the solicitation will be issued.
