Subcription for Images Database

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Getty Images for the purchase of fifty (50) Thinkstock 100 subscriptions. This subscription provides access to an on-line subscription database, which shall include over 10.8 million royalty-free images for use by 50 license holders and to be used for agency work. These include 41 premium royalty free collections and 2 user-generated collections via the subscription service. Collections include: ablestock.com, Bananastock, Best View Stock, Brand X Pictures, Comstock Images, Creatas Images, Design Pics, Digital Vision, Dorling Kindersley, Eyecandy Images, F1online, FogStock, Fuse, GeoNova Maps, Glow Images, Goodshoot, Image Source, Imagebroker, ImageRite, Ingram Publishing, Keith Levit Photography, Lifesizze, liquidlibrary, liteProductions MIXA, PhotoDisc, PhotoObjects.net, Photos.com, Stockbyte, Stocktrek Images, TongRo Image Stock, Top Photo Group, Valueline, Vstock, Wavebreak, Zoonar, and Hemura and iStockphoto as user generated collections. The vendor shall provide metadata on a monthly basis, which indicates which images have been downloaded by which user. The images downloaded and used in projects during the subscription period shall be used in projects after the term expires, even if the subscription is not renewed. The images shall be available in large format, up to 50MB, Up to 500,000 print runs, and up to 100 downloads per month/license. Getty images has been identified as the only vendor who can provide access to these proprietary images and database. This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. All responses and quotations must include information such as: Company name, address, email, telephone number, points of contact, CAGE code, size of business pursuant to North American Industrial Classification System (NAICS) and respond to the following questions: (1) Is your business a large or small business (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business (3) If disadvantaged, specify under which disadvantaged group and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified HUBZone firm (5) Is your firm a woman-owned or operated business (6) Is your firm a certified Service-Disabled Veteran-Owned. All offerors must register on the CCR located at http://www.sam.gov. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
