Navarro Research and Engineering, Inc., acting as a contractor for the U.S. Department of Energy Office of Legacy Management, is seeking a Subject Matter Expert to assist in the procurement and monitoring of a subcontractor for the Rocky Flats Site in Colorado. The objective is to design and construct a uranium treatment component for the Solar Ponds Plume Treatment System to reduce uranium concentrations from 50 to 90 micrograms per liter down to a goal of 16.8 micrograms per liter. The selected expert will not perform the actual design or construction but will provide technical guidance to help Navarro procure the necessary services and review the resulting work. The project site is a remote, off-grid location with limited utility access and challenging environmental conditions. Interested candidates must submit their company information, Colorado professional registrations, educational backgrounds, and a summary of similar past projects to be considered for a future Request for Proposal. The solicitation for Expressions of Interest closed in June 2017, with the ultimate goal of meeting a full-scale system completion deadline of September 2018.

Request for Expression of Interest Subject Matter Expert Services to Assist with Procuring and Monitoring a Subcontractor to Design and Construct a Uranium Treatment System for Groundwater on the Rocky Flats Site, Colorado Introduction Navarro Research and Engineering, Inc. (Navarro), a contractor to the U.S. Department of Energy (DOE) Office of Legacy Management (LM), is requesting an Expression of Interest (EOI) from a subject matter expert (SME) to assist in procuring a suitable provider(s) to design and construct a suitable uranium treatment component to satisfy the Solar Ponds Plume Treatment System (SPPTS) treatment objectives at the Rocky Flats Site located in Colorado. The SME and/or its affiliates will not design or build this component, but will instead help Navarro Rocky Flats staff to procure those services and will help review portions of that work. Background The project is located at the Rocky Flats Site (the Site) in Colorado. The Site is remote, completely off the grid (no power, water, sanitary sewer, or other utilities), and accessed only by unpaved gravel roads. The elevation is approximately 5900 feet above mean sea level. The SPPTS at the Site was installed in 1999 to collect and treat groundwater contaminated with nitrate and uranium. Although the SPPTS met initial objectives and the Site closed in late 2005, the SPPTS has always been challenged. One of the primary initial concerns was that treated effluent was subsequently recontaminated by untreated groundwater that was bypassing the SPPTS. Additional groundwater collection infrastructure was installed in 2008. Water quality at a downgradient sampling location immediately improved. However, the resulting increase in water volume and higher contaminant concentrations overwhelmed the original treatment approach. It had been previously determined that because of the cost and effort required to maintain that original treatment approach, it was not satisfactory over the long post-closure term. Therefore, rather than simply replace the existing treatment media with fresh material, identifying and implementing a different treatment approach was desired. Numerous treatability studies and other research was conducted to identify a better approach to treating the contaminants in the SPPTS influent, both nitrate and uranium. These activities were performed or supported by a wide range of experts, including Site staff, technical subcontractors, and researchers from area universities. The studies that were focused on nitrate treatment culminated in a reconfiguration of the SPPTS in 2016. Since that project was completed, nitrate treatment has improved and for every sample collected beginning in October 2016 it has met all goals. Optimization remains to be completed, but effectively amounts to fine-tuning the work completed in 2016. Uranium treatment remains a challenge. Flows are less than 5 gallons/min with untreated uranium concentrations in the range of 50 to 90 ?g/L and with a treatment goal of 16.8 ?g/L. The numerous treatability studies, particularly those by Site staff, have come closer to resolving this challenge. However, the deadline for completing a full-scale uranium treatment component (September 2018) does not allow sufficient time for completion following this self-perform approach. This EOI shall serve only as a method of establishing technical capabilities and commercial interest for the SME. Desired candidates may be invited to participate in technical/business discussions with respect to a future Request for Proposal (RFP). Responsive Information Qualified respondents must provide electronic copies of the following information: - Company name - address - point of contact - email, phone/fax numbers Expressions of interest should acknowledge and show clear understanding of the SME's role. Applicable professional registrations for the State of Colorado, and a concise summary describing the educational background and capabilities of the respondent and a listing of similar recent projects with reference names and telephone numbers. Responses and/or questions should be sent to the Attention of: Ms. Robyn Collard, Navarro Research and Engineering, Inc. at contact@example.gov. This EOI solicitation will close on June 14, 2017.
