The Social Security Administration Region 4 plans to award a sole source contract to the Florida Department of Management Services for an annual subscription to the Florida Criminal Justice Network (CJNet) Data Circuit. This secure, private network is federally mandated and provides critical access to the National Criminal Information Center (NCIC), Florida Criminal Information Center (FCIC), and Florida Motor Vehicles driver license records for the SSA's Tampa Cooperative Disability Investigations (CDI) Unit. The service includes not only access to the data circuit but also around-the-clock customer support, ensuring uninterrupted usage. The information accessed through this network is vital for the safety of CDI unit officers and plays a key role in fraud investigations. Due to the exclusivity of this network as the sole source of these law enforcement records, the contract does not allow for subcontracting opportunities and is justified under the authority allowing other than full and open competition. The place of performance is in Tallahassee, Florida, and the contracting officer overseeing this award is Rickie J. Bowens. This contract is essential for supporting investigative services that depend on timely and secure access to criminal justice databases.
