Subscription to Business Research Services

SYNOPSIS The DHS, Office of the Chief Procurement Officer (OCPO), Office of Small and Disadvantaged Business Utilization (OSDBU) have a requirement on Sole-Source basis to procure a one year plus one option year subscription with Business Research Services Inc. This subscription provides the DHS 1102 community with a Federal Agency Electronic Delivery Account; the account provides access to a special link from the OSDBU internal homepage to a special Set-Aside Alert newsletter which is a publication providing reports on the federal small business contracting market. This requirement intends to be a sole source procurement to: Business Research Services Inc. 7720 Wisconsin Avenue Suite 213 Bethesda, MD 20814 The period of performance will be for one base year and one option year. A sole source justification for simplified acquisitions has been processed for this requirement. Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for a special link directly from OSDBU internal homepage to BRS newsletter's online webpages for which the Government intends to solicit and negotiate with only one sources under the authority of FAR 13.5. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 2 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
