The contract calls for the procurement of 30 hand-operated, disposable field suction units designed for emergency oral pharyngeal evacuation in high-stress medical scenarios. Each unit is compact enough to fit in a first-in bag or pocket, generating approximately 100 mmHg of vacuum pressure through bulb rebound, with a collection capacity exceeding 1,000 CCs, expelling contents into an attached disposable bag. The device is non-powered and intended for single-use in field operations. All units must be packaged individually in sealed, protective containers and shipped in commercial exterior packaging that ensures safe, cost-effective delivery via common carriers to Hurlbert Field, Florida, with FOB destination terms placing transportation risk on the contractor. Marking and labeling must adhere strictly to Medical Marking Standard No. 1, replacing all references to MIL-STD-129 except for radioactive materials, and packaging must comply with MIL-STD-2073-1E for preservation. The supplier must comply with multiple federal requirements, including hazardous material identification under 29 CFR 1910.1200, submission of fully compliant Safety Data Sheets prior to award, and adherence to DLA packaging and marking protocols. The contract includes mandatory clauses on combating trafficking, employment verification, sustainable products, cybersecurity compliance via NIST SP 800-171, transportation certification for U.S.-flagged vessels, and whistleblower protections. All invoices must be submitted electronically through Wide Area WorkFlow, and the government retains the right to inspect and accept deliveries at destination under FAR 52.246-2. Offerors must provide their UEI and CAGE code, declare size status if claiming small business designation, and disclose any use of covered defense telecommunications equipment. Non-compliance with SDS submission or marking standards will result in disqualification.
