Summit County, Utah, has issued a Request for Qualifications (RFQ) soliciting licensed and certified behavioral health service providers to join and expand its existing network of care. The County is seeking qualified entities capable of delivering a range of services, including inpatient mental health treatment, substance use disorder care, detoxification, intensive outpatient programs (IOP), sober living support, respite services, Spanish-language behavioral health and substance use services, methadone treatment, and related recovery support. The intent is to address gaps or emerging needs outside the current network operated in collaboration with entities such as Huntsman Mental Health Institute and Healthy U. Providers must be licensed or certified by the State of Utah and comply with state and federal laws, including those specified in Utah Code §§ 17-43-201 and 301 et seq., as well as adhere to best practices identified by the Utah Department of Health and Human Services. The RFQ is open for submissions until December 30, 2025, with a contract term that may extend through July 1, 2030, subject to the County's ongoing needs and discretion. Compensation will generally follow current Enhanced Medicaid Rates tied to relevant CPT codes, though applicants must supply a program cost outline for consideration. The selection process is qualification-based, emphasizing compliance, experience, licensure, and service capability rather than detailed cost competition, with Summit County retaining sole discretion over award decisions and no appeal rights guaranteed. Requirements include submission of a cover letter outlining services and qualifications, documentation of licensing and certifications for key clinical staff, and acceptance of contractual terms including negotiable provisions and insurance coverage for liability, automobile, and workers' compensation. All communications are to be funneled exclusively through a designated County contact to ensure fairness and confidentiality, with proposal preparation costs borne by the applicants. This initiative aims to bolster the community’s behavioral health infrastructure through quality, timely, and compliant service delivery by state-authorized providers.
