Summit County Olympic Parkway Extension Corridor Study

Summit County is seeking a consultant to conduct a feasibility and alignment study for a new roadway connection between Olympic Parkway and Bear Cub Drive in the Snyderville Basin, with the goal of improving regional connectivity, reducing congestion on SR-224, Ute Boulevard, and Olympic Parkway, and providing access to a proposed cemetery. The study must evaluate 2 to 3 potential alignments, assess traffic impacts, identify physical and environmental constraints including topography, drainage, wetlands, and wildlife habitat, and analyze right-of-way, land use, and zoning considerations. The consultant must also account for impacts on existing and future neighborhoods, the 2034 Olympic Games, and SR-224 access management strategies. The project requires a comprehensive final report including an executive summary, maps, exhibits, and technical appendices, along with a public open house conducted in partnership with Summit County. The consultant must coordinate closely with key agencies including UDOT, the Snyderville Basin Cemetery District, Utah Olympic Park, and Basin Recreation, and submit monthly progress updates and a detailed work plan following a kickoff meeting. The contract term extends through May 31, 2027, with performance occurring in Summit County, Utah, and all deliverables subject to a 30-day inspection period before final acceptance. The contract is limited to a budget of $75,000 with payment tied to the percentage of work completed each month upon submission of a properly formatted invoice within 30 days of service performance. Invoices must include the contract number and detail all completed work, with payment processed within 30 days of receipt. The contractor must maintain commercial general liability, workers’ compensation, commercial automobile liability with a $2 million per occurrence limit, professional liability with $1 million per occurrence coverage, and technology errors and omissions insurance with a $5 million limit, all from insurers authorized in Utah, with Summit County named as an additional insured on a primary and non-contributory basis, and with waiver of subrogation. The contractor must also carry appropriate licenses, comply with E-Verify requirements for all employees and subcontractors, adhere to non-discrimination laws, and maintain strict confidentiality and public records compliance under Utah’s GRAMA.
