The Flood Control District of Mohave County is seeking to address severe flooding impacts experienced in the Fort Mohave area following unprecedented thunderstorms in 2025. These storms produced rainfall totals significantly exceeding a 100-year storm event, resulting in notable localized flood damage. To mitigate future flood risks, the District proposes the construction of a regional detention basin on state land located just north of the Sunrise Vistas subdivision, east of Vanderslice Road. This project involves acquiring approximately 20 to 25 acres of Parcel No. 221-36-006 from the Arizona State Land Department (ASLD). A critical component of the land acquisition process is the development of a 30% preliminary engineering design and accompanying documentation to support the application to ASLD. These design and documentation efforts are integral to the solicitation issued under Reference Number 2026-046-RFQ, titled "Sunrise Vistas North Basin Design." The solicitation, posted in April 2026 with responses due in May 2026, invites qualified service providers to submit proposals encompassing preliminary basin design and related land acquisition documentation services. The focus is on delivering engineering designs that comply with ASLD requirements to facilitate timely land transfer and subsequent project development. While the RFQ primarily targets engineering services for flood control infrastructure, the compilation of supporting documents included in the solicitation suggests a comprehensive approach—one that also touches on site management and operational considerations, reflecting in equipment and interim landscape services detailed in auxiliary attachments. The office overseeing the contract is located in Kingman, Arizona, with Shelli Whaley acting as the primary procurement contact. Ultimately, this effort is geared toward improving community flood resilience through thoughtful design and effective coordination with state land authorities.

Full Description

The Fort Mohave area experienced two significant thunderstorm events in 2025 that resulted in substantial flooding and localized damage. The first storm produced approximately 1.68 inches of rainfall within a 30-minute period, with totals reaching as much as 2.74 inches within 24 hours. This rainfall intensity exceeded the 100-year storm probability. The proposed project site is located just north of the Sunrise Vistas subdivision in Fort Mohave, east of Vanderslice Road, within Township 19N, Range 21W, Section 18. In response, the Mohave County Flood Control District intends to acquire approximately 20–25 acres of Parcel No. 221-36-006 from the Arizona State Land Department (ASLD) for the construction of a regional detention basin. As part of the ASLD land application process, a 30% design will be required to support the land request. In addition to preliminary engineering design, ASLD requires completion of supporting documentation associated with land acquisition, which will be incorporated into the scope of services under this RFQ.
