AI Contract Overview
The contract solicitation SPE2DP-26-T-3205 calls for the procurement of 2 package units of 12-count sunscreen and insect repellent spray, each containing a 4 oz bottle with SPF 30 sunscreen and an all-natural insect repellent formula. The item is classified as a Type I (Code Q) medical supply with a mandatory 36-month non-extendable shelf life, requiring preservation and packaging that ensures stability and usability throughout this period. All packaging must comply with DLA’s RP001 palletization requirements and the Medical Marking Standard No. 1, which supersedes MIL-STD-129 for all medical acquisitions. Each unit must be sealed in a protective container and packed in commercial shipping containers suitable for carrier transport at the lowest rate to the destination location at Fort Lewis, WA. The product is identified as flammable and combustible, triggering hazardous material handling procedures under Federal Standard 313-E, which requires submission of Safety Data Sheets (SDS) and labels compliant with OSHA’s 29 C.F.R. 1910.1200 Hazard Communication Standard prior to award. Packaging for hazardous materials must adhere to TQ Requirement IP025, and all labeling must align with applicable federal statutes including the Federal Hazardous Substances Act. Delivery is FOB destination with a 20-day delivery window from order date, and inspection and acceptance occur at the delivery point. The item has a fixed quantity with 0% variance allowed and must be shipped via traceable means—parcel post is prohibited. The contract is subject to simplified acquisition procedures under FAR 52.213-4, with deviations applied to several FAR and DFARS clauses governing contract type, cybersecurity, whistleblower protections, and safeguarding covered defense information. The offeror must be a registered entity with a UEI and CAGE code, and must comply with all socioeconomic representation requirements. The contract requires electronic submission via DIBBS by the deadline of May 6, 2026, and all invoices must be processed through WAWF. Though pricing is not specified in the solicitation, historical data and standard procurement practices imply the unit price will align with prior contracts for NSN 6505-01-600-3398.

Hazard Communication Standard Notice:
Effective June 1, 2015, Federal Standard No. 313-E, Material Safety Data, Transportation Data and Disposal Data for Hazardous Materials Furnished to Government Activities, establishes the requirement for preparation and submission of Safety Data Sheets (SDS) in lieu of Material Safety Data Sheets (MSDS) by suppliers who provide hazardous materials to government activities.
The Occupational Safety and Health Administration (OSHA) has modified its Hazard Communication Standard (HCS) to conform to the United Nations Globally Harmonized System of Classification and Labeling of Chemicals. In accordance with the revised standard after June 1, 2015:
1. Suppliers will be required to submit, to the contracting officer for review and approval prior to award, safety data sheets consistent with the requirements found at 29 C.F.R. 1910.1200 for hazardous materials delivered to the Government.
2. Suppliers will also be required to submit, to the contracting officer for review and approval prior to award, Hazardous Communication Standard (HCS) labels in accordance with 29 C.F.R. 1910.1200 requirements or current Consumer Product Safety Act (CPSA), Federal Hazardous Substance Act (FHSA) labels when subject to labeling requirements under those statutes. This product labeling is required for hazardous materials delivered to the Government.
3. Finally, suppliers must train their employees on the new safety data
