The product must meet a 36-month non-extendable shelf life requirement as a Type I item and comply with specific medical material standards, including packaging and marking per Medical Material Standard 1C and Medical Marking Standard No. 1. The product is identified by NSN 6505-01-600-3398 and will be delivered within 20 days FOB destination to Joint Base Lewis-McChord, Washington. The contract mandates adherence to the Defense Logistics Agency’s technical and quality requirements, including packaging and labeling standards, and special handling instructions particularly because the item has flammable characteristics. Suppliers must submit Safety Data Sheets (SDS) and Hazard Communication Standard (HCS) labels according to OSHA regulations, reflecting updates aligned with the Globally Harmonized System for Classification and Labeling of Chemicals. Employee training on these safety requirements is also mandated. The contract emphasizes strict compliance with federal and DoD packaging standards, including regulations for hazardous and non-hazardous materials. The ordered quantity is two package groups, and all labeling and documentation must conform to government specifications to ensure proper identification and safe delivery. The Occupational Safety and Health Administration (OSHA) has modified its Hazard Communication Standard (HCS) to conform to the United Nations Globally Harmonized System of Classification and Labeling of Chemicals. In accordance with the revised standard after June 1, 2015:
1. Suppliers will be required to submit, to the contracting officer for review and approval prior to award, safety data sheets consistent with the requirements found at 29 C.F.R. 1910.1200 for hazardous materials delivered to the Government.
2. Suppliers will also be required to submit, to the contracting officer for review and approval prior to award, Hazardous Communication Standard (HCS) labels in accordance with 29 C.F.R. 1910.1200 requirements or current Consumer Product Safety Act (CPSA), Federal Hazardous Substance Act (FHSA) labels when subject to labeling requirements under those statutes. This product labeling is required for hazardous materials delivered to the Government.
3. Finally, suppliers must train their employees on the new safety data
