U--Webinar 508 Support and Administration SupportThis solicitation, numbered 140D0426Q0521, is a sources-sought notice issued by the Department of the Interior’s IBC Acquisition Services Directorate to assess marketplace capabilities for webinar 508 support and administration services, and is not a formal solicitation for proposals. The requirement seeks contractors capable of managing a comprehensive webinar platform with full ownership of infrastructure, including servers, software, and connectivity, to deliver approximately 16 annual webinars compliant with Section 508 of the Rehabilitation Act and WCAG 2.2 Level AA standards. These include ten ADA/ABA webinars held on the first Thursday of each month from February through December between 2:30 pm and 4:00 pm ET, and six Section 508 webinars on the last Tuesday of January, March, May, July, September, and November from 1:00 pm to 2:30 pm ET. The contractor must handle all aspects of webinar execution, including participant registration, issuance of Continuing Education Units, certificate generation, session archiving on USAB-branded webpages, and ensuring accessibility through scalable, adjustable American Sign Language video windows and verified audio quality for individuals who are hard of hearing. Work is primarily to be performed at USAB offices in Washington, DC, though contractor facilities may be utilized due to limited on-site space. The contractor is responsible for maintaining strict compliance with federal information security requirements, including FISMA, the E-Government Act, OMB Circular A-130, and NIST guidelines, and must develop and submit an IT Security Plan to the Contracting Officer Representative within 30 days of award, with annual updates required thereafter. Personnel with access to USAB systems must undergo appropriate background screening and complete annual IT security training focused on rules of behavior. All systems operated by the contractor must display government warning banners indicating unauthorized access violates U.S. law. The contractor must safeguard all Privacy Act-protected data and immediately notify the COR and Contracting Officer upon termination of any employee with system access. The contractor is also required to maintain archived webinar sessions and registrant databases for handover upon contract completion. Responses must include company name, SAM Unique Entity Identifier, small business size status under NAICS 611710 (size standard: $24 million), documentation of SBA-certified socioeconomic categories, a capabilities statement addressing Section 3.1 of the Statement of Work, and contact information, all submitted via email by
