Orange County Public Schools issued solicitation RFP25203 to secure qualified contractors for supplemental academic instructional and enrichment services for approximately 2,000 students across 63 private schools. These services are designed to provide research-based academic assistance to students eligible for Title I funding and Individuals with Disabilities Education Act Proportionate Share funding for Exceptional Student Education. The selected contractors are responsible for delivering these equitable services and assisting in the collection of data for funding purposes, with student participation fluctuating based on eligibility identifications made by private schools and district staff. The procurement process began in January 2026 and involved a competitive evaluation including a shortlist of four firms that participated in oral presentations in February 2026. The total estimated contract value was projected at 33 million dollars over a three-year period, with a specific exclusion of virtual tutoring. Following a comprehensive review of qualifications, scope of work responses, pricing, and MWBE participation, the School Board of Orange County officially awarded the contracts to Catapult Learning, LLC and One on One Learning Corporation on April 30, 2026.
