See Government's Response to Questions Received below: 1. Q: Is the price is to be given per Pig including health paper and inoculations, and separate price for Transportation per shipment. A: Yes 2. Q: Is the pricing fixed or can there be adjustments based on rising costs of Gas and Swine Market. A: This is a fixed price type IDIQ solicitation. IDIQs shall be awarded to all that are able to meet technical requirements. The first Delivery Order will be awarded to the Lowest Price Technically Acceptable (LPTA) offer. Future Delivery Orders will be competed via call/order to the IDIQ's (only) based on current market conditions and price at time of the order. 3. Q: Are the Pigs either sex and can they be mixed. Example Castrated males and females. There is no mention of gender in the specs. A: We prefer all pigs in a shipment to be either all males (castrated) or all females. The problem being that in some instances the males will harass and stress the females especially if the ratio is skewed towards the males. A 50:50 ratio would be tolerable, but not ideal. We prefer and that we will tolerate mixed sexes as long as the females are not radically outnumbered.

Recoverable Small Unmanned Aircraft Systems for Frontline Operational Awareness and Surveillance Missions
Solicitation # 70RSAT26RFI000030
The Department of Homeland Security, through the Drone Development Program, is conducting market research via Request for Information 70RSAT26RFI000030 to identify recoverable, reusable, lightweight, and rapidly deployable small unmanned aircraft systems. These multirotor systems are intended to support a wide range of frontline missions, including surveillance, search and rescue, incident response, perimeter security, disaster assessment, maritime awareness, and law enforcement support. DHS is seeking complete kits that include the air vehicle, ground control station, electro-optical or infrared camera payloads, and necessary training and support materials. Key requirements include NDAA compliance and adherence to Blue UAS, Green UAS, or equivalent cybersecurity and supply chain maturity standards. This RFI is for market research purposes only and does not constitute a formal solicitation. However, the government is requesting estimated pricing for quantities ranging from 10 to 50,000 units, noting a target price of approximately 3,000 dollars per kit for high-volume production. Future acquisition strategies may involve a multiple-award IDIQ, catalog-based ordering, or a phased award approach. Interested respondents must submit a cover page, a completed summary table, and a narrative response not exceeding three pages to DHSDPD@hq.dhs.gov by November 5, 2026. Evaluation of potential systems may eventually focus on rapid deployment, video quality, range, endurance, and the ability to scale production.

Information Technology Support Services (ITSS)
Solicitation # 70RSAT25FC0000007
The U.S. Department of Homeland Security’s Science and Technology Directorate is preparing to extend Task Order 70RSAT25FC0000007 for Information Technology Support Services with Silosmashers, Inc. under the existing Blanket Purchase Agreement, without competition, for a 10-month period from August 1, 2026, through May 31, 2027. This extension is justified under 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1 due to the unique and specialized knowledge Silosmashers holds regarding DHS S&T’s IT infrastructure, workflows, and stakeholder expectations. The contractor provides critical services including enterprise architecture alignment with federal standards such as FEAF and TOGAF, information assurance and ISSO support for classified systems and SCIFs, and day-to-day IT operations including help desk, patch management, and asset tracking. A competitive recompete has been delayed due to FY26 funding lapses, and transitioning to a new vendor before completion of the acquisition process would introduce unacceptable risks including security vulnerabilities, noncompliance with mandates, service disruptions, and mission degradation. The incumbent’s established relationships, institutional knowledge, and continuous operational presence are essential to maintaining uninterrupted support for DHS S&T’s mission-critical systems, including SharePoint, ServiceNow, and Microsoft Power Platform. All hardware, networks, enterprise architecture, information assurance, and service delivery functions are covered under this task order, with performance based in Reston, Virginia, and administrative oversight from Washington, D.C. The requirement is classified as a Total Small Business Set-Aside under NAICS code 541512. While no solicitation document exists and this notice is solely for informational purposes, interested parties may submit their capabilities to the Contracting Officer for potential consideration. The government retains full discretion to proceed with the sole-source modification to ensure continuity of mission support, and all inquiries must be directed in writing to Danette Williams at danette.williams@hq.dhs.gov.

Instructional Design and Classroom Training DeliveryThe contract entails the development and delivery of classroom instruction and training materials focused on systems engineering for personnel and contractors of the Department of Homeland Security. The work is structured under a subcontract arrangement and falls under the NAICS code 611430, which corresponds to professional and management development training. The instruction must be tailored to meet the specific technical and operational needs of DHS stakeholders, ensuring that training content is both comprehensive and practically applicable within federal systems engineering environments. The performance location is not specified, suggesting potential flexibility in where training may be conducted, possibly across DHS facilities or virtual platforms. All deliverables must align with the mission of the Sci Technology Acquisition Division, requiring subject matter expertise in systems engineering principles and pedagogical skills to effectively translate complex technical concepts into accessible, instructor-led formats. There is no set-aside designation indicated, meaning the opportunity is open to all eligible contractors, and the posting date of June 26, 2026, suggests this is a future solicitation with anticipated activity beginning after that date. The lack of a designated point of contact or physical address implies that further details may be obtained through the provided SAM.gov link, and the subcontract nature indicates the primary contractor will be working under a larger DHS acquisition framework.

Invention Secrecy Act (ISA) Program SupportThe contract supports the Invention Secrecy Act Program by delivering expert advisory services related to the classification, review, and withholding of inventions that may impact national security. This includes conducting thorough assessments to determine whether inventions should be classified under secrecy orders, coordinating with the United States Patent and Trademark Office to ensure compliance with federal secrecy requirements, and collaborating with legal teams to navigate the complex regulatory landscape surrounding patented technologies. The work involves continuous engagement with federal agencies to maintain the integrity of classified innovation while adhering to statutory obligations under the Invention Secrecy Act. The contract is structured as a subcontract under the Department of Homeland Security’s Science and Technology Acquisition Division and is classified under NAICS code 541611, reflecting its focus on administrative management and general management consulting services. The solicitation was posted in June 2026, though no specific set-aside designation or point of contact is provided.
