AI Contract Overview

The Department of National Defence requires communications cable assemblies over a 15-year period under an estimated value of $99 million through a Request for Supply Arrangements, aiming to establish a list of qualified suppliers who can deliver build-to-print cable assemblies on an as-needed basis. Suppliers must meet mandatory technical and compliance requirements to qualify, and qualification does not guarantee contracts, as individual orders will be competed among pre-qualified vendors. The goods are classified under Federal Supply Classification N5900, specifically cable, cord, and wire assemblies, and while most requirements are excluded from international trade agreements, the Canadian Free Trade Agreement (CFTA) applies to these items and may restrict eligibility to Canadian goods and services. Where international trade agreements are applicable, the World Trade Organization Agreement on Government Procurement and CFTA govern those specific procurements. Participation requires compliance with the Controlled Goods Program, and bidders must be registered, exempt, or excluded to access sensitive information. The Crown reserves the right to negotiate with suppliers and is not obligated to issue any orders under the arrangement. Proposals may be submitted in either official language of Canada, and the response deadline is July 31, 2030, with deliveries expected to support operations primarily in Ontario (excluding the National Capital Region) and Alberta.

General Info

Trade Agreement: CETA / WTO-AGP / CPTPP / CFTA / FTA with UK Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements:
Requirement: The Department of National Defence (DND) Land Command Support System (LCSS) has a requirement for the provision of various Communications cable assemblies, over a period of 15 years, at an overall estimated value of $99,000,000.00.
By means of this Request for Supply Arrangements (RFSA), Canada intends to establish/maintain a List of Qualified Suppliers for the Communications Cables Assemblies. Qualification will be based entirely on meeting the mandatory requirements of this RFSA. Qualified suppliers shall provide communications cable assemblies, on an 'as and when required’ basis. Individual requirements will be competed among pre-qualified suppliers under a Supply Arrangement.
The cable assemblies are build-to-print, i.e. must be produced in compliance with the specifications provided by Canada.
Controlled Goods This requirement includes controlled goods information. Bidders must be registered, exempt or excluded under the Controlled Goods Program to receive the information, as detailed in the RFSA document.
Trade Agreements A) The majority of specific requirements under the Supply Arrangement will be for excluded goods under Federal Supply Classification (FSC) N5900 Electrical and Electronic Equipment Components, sub-category 5995 Cable, Cord and Wire Assemblies. Only the Canadian Free Trade Agreement (CFTA) will apply to those specific requirements, and bid solicitations of any resulting supply arrangement may be subject to a preference for Canadian goods and/or services or may be limited to Canadian goods and/or services.
B) When International Trade Agreements apply to specific requirements identified under the Supply Arrangement, those requirements will be subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), and the Canadian Free Trade Agreement (CFTA).
Canadian Content When section A) of Trade Agreements (above) applies, the goods and/or services covered by the Supply Arrangement may be limited to Canadian goods and/or services.
A Request for Supply Arrangement is not a contract. Canada is under no obligation to solicit any proposals through the Request for Supply Arrangement. Any level(s) of effort specified herein is an approximation of requirements given in good faith.
Delivery Date: 14/06/2024
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.

SBIPS RFSA (Solution-based Informatics)
Solicitation # EN537-05IT01/N
This solicitation, EN537-05IT01/N, is a refresh of the Solution-Based Informatics Professional Services (SBIPS) supply arrangement originally issued in 2016, aimed at maintaining and expanding the pool of pre-qualified suppliers who can deliver informatics professional services to federal departments across Canada, excluding areas covered by Comprehensive Land Claim Agreements. The resulting supply arrangements are non-binding and serve as a streamlined procurement mechanism, allowing departments to compete requirements among approved suppliers without entering into a contract until actual orders are placed. The arrangement is active until July 4, 2028, or until Canada decides to re-compete or terminate it. Suppliers new to the process must register on CanadaBuys and use the CPSS e-Portal to submit responses, which must be done online by the deadline with supporting documents provided via email if requested. Participation is not mandatory for existing holders unless they seek to expand their qualifications, such as adding new tiers, regions, or service streams. The solicitation operates on a quarterly refresh cycle aligned with the federal fiscal year and includes provisions for Indigenous Business under the Procurement Strategy for Indigenous Business, requiring certification and registration in the Indigenous Business Directory via the CPSS system. All services must be delivered in English, French, or both, in accordance with government language requirements. Suppliers must comply with all CPSS enrollment and submission protocols, and inquiries should be directed to the designated TBIPS/SBIPS team. The previous version, EN537-05IT01/M, is fully replaced by this iteration, and all responses must be submitted through the official digital channels, with no paper submissions accepted unless specifically requested.

TBIPS (Task-based Informatics)
Solicitation # EN578-170432/D
This solicitation refreshes the Task-based Informatics Professional Services (TBIPS) supply arrangement originally established in 2017, aiming to maintain a pre-qualified pool of suppliers to provide professional informatics services across Canada, excluding areas covered by Comprehensive Land Claim Agreements and meeting or exceeding the Canada-Korea Free Trade Agreement threshold. The supply arrangement will remain valid until July 4, 2028, unless terminated earlier by Canada through re-competition, deemed unnecessary, or replaced by another procurement mechanism. Suppliers must register and submit responses through the Centralized Professional Services System (CPSS) e-Portal, with all submissions handled electronically as part of a paperless process. Participation is open to both new suppliers seeking to become TBIPS holders and existing holders wishing to expand their qualifications, such as adding tiers, regions, metropolitan areas, streams, or service categories, though current holders are not required to respond if they do not seek additional qualifications. The procurement process is aligned with the Government of Canada’s fiscal quarters, with quarterly refresh opportunities provided to allow ongoing participation. Suppliers must complete Indigenous Business certification within CPSS and register on the Indigenous Business Directory if they wish to be considered for set-aside opportunities under the Federal Government’s Procurement Strategy for Indigenous Business. Services under the arrangement must be delivered in one or both of Canada’s official languages, as required by the requesting department. All inquiries must be directed to the Informatics Methods of Supply team, and responses must be submitted by the deadline through CPSS, with supporting documents provided by email upon request. The Crown retains the right to negotiate directly with suppliers, and all documentation may be submitted in either English or French. This solicitation supersedes all prior versions of EN578-170432.
