FAC: Supply, Installation & Commissioning Swimming Pool Heating Units.

The contract requires the supply, installation, and commissioning of three high-capacity heat pump units for pool heating at the Phora Facility within the American Embassy compound in Kathmandu, Nepal, under a firm-fixed-price structure. Each unit must have an 85.0 kW nominal capacity, operate on 380–415V/3Ph/50Hz power, use R410A refrigerant, and include microprocessor-based controls, along with all necessary accessories such as filtration, vibration isolators, drain traps, and electrical and mechanical connections. The work involves the removal and responsible disposal of existing units, full installation, comprehensive commissioning including start-up and performance verification, training for embassy staff, and submission of detailed documentation including shop drawings, technical specifications, hazard control plans, O&M manuals, as-built records, and test reports. All equipment must be new, factory-certified, compliant with international standards including CE and ISO, and meet local Nepalese codes for plumbing, electrical, and refrigeration systems. The contract is part of a one-year performance period beginning after award, with no option years, and deliveries must be made to the embassy in Kathmandu from August 2026 through July 2027. The solicitation, issued under NAICS code 3334 by the U.S. Department of State through the Embassy in Kathmandu, is open to commercial suppliers and incorporates FAR clauses for commercial items including 52.212-4 and 52.212-5, along with mandatory provisions on labor standards, equal opportunity, worker safety, anti-trafficking, cybersecurity prohibitions, and compliance with the Buy American Act and Defense Base Act insurance requirements. Value Added Tax must be listed as a separate line item on all invoices, and payment will be processed by the Financial Management Officer at the embassy in Kathmandu. All offerors must pass technical acceptability and responsibility evaluations, with award going to the lowest-priced acceptable and responsible offeror. A site visit is scheduled for June 15, 2026
