The University of Central Missouri issued solicitation 25-048 as an Invitation for Bid for the procurement of new 2023 or newer model vehicles, specifically 1/2 ton 4x4 pickups, gasoline-powered cargo vans, and electric cargo vans. The procurement emphasizes immediate availability, stating that bids will only be accepted for vehicles currently in stock and ready for delivery within one week of the purchase order issuance. The university will issue a purchase order within five business days of the bid closing, though vendors are not obligated to supply a vehicle if it is sold prior to the order's issuance. Technical requirements include specific safety and accessibility features such as backup cameras, blind spot sensors, high-back vinyl or leather seating, and wheelchair lifts with tie-down spaces for applicable models. All vehicles must comply with FMVSS 108 lighting standards. Bids are evaluated based on mandatory specification compliance and the lowest and best price, considering the responsibility of the bidder. Delivery is FOB destination to the UCM Procurement Office in Warrensburg, Missouri, with inspection and acceptance occurring upon receipt. Vendors must submit their responses electronically via the eBid portal by December 11, 2024, providing all documentation, including window stickers and specifications, in PDF format. Required certifications include a Missouri Vendor No Tax Due certificate and non-discrimination compliance, with an Affirmative Action Program plan required for employers with 50 or more employees. The university is exempt from Missouri sales and use tax. Payment is made in arrears within 15 days of invoice receipt, and no advance deposits are permitted.
