This is a Justification for Other Than Full and Open Competition (JOFOC) to enter into a contract with Integrated Laboratory Systems, Inc. (ILS). ILS is the incumbent for the existing NIEHS Contract Number N01ES35504, which was awarded on April 16, 2003, and contains options to extend through October 15, 2013. NICEATM has a need to continue work which is currently covered under contract number N01ES35504 while the requirement is being re-competed and awarded. Therefore, the objective of this JOFOC is to provide a bridge contract in order to continue to receive uninterrupted, timely, responsive, high quality, and accurate scientific and administrative support for NICEATM. ? This notice is being published by the National Institute of Environmental Health Sciences (NIEHS) in accordance with Federal Acquisition Regulation (FAR) Part 5.201 requiring notice of a proposed contract action. This is a notice of intent: The National Institute of Environmental Health Sciences (NIEHS) intends to issue a sole-source award to bridge the services currently provided under NIEHS Contract Number N01ES35504 for a period of performance not to exceed one year. A new competitive contract is anticipated to be awarded in FY 2015. This is NOT a request for competitive proposals. The statutory authority for this sole source action is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within fifteen days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement.
