The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program Office (PMA-209), intends to issue a firm-fixed-price delivery order under Basic Ordering Agreement N00019-08-G-0016 with Rockwell Collins Government Systems (RCGS). This order will provide non-recurring engineering support for the second ARC-210 Radio on F-16 Block 30/32 C Model Aircraft. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: As Rockwell Collins is the sole developer of the ARC-210 Family of products and related ancillary equipment and maintains the proprietary rights to this radio, it is the only source capable of providing the required efforts.
