Description A. Purpose The Defense Threat Reduction Agency (DTRA) is conducting market research to determine potential sources capable of providing a commercial scenario of operations personnel, facilities, and equipment tracking and evaluation system which meets the specifications identified in paragraph C below in support of DTRA conducted national security exercises. DTRA is seeking a complete support approach to be provided by capable vendors who shall provide their own system and all ancillary support as decribed in paragraph C below. DTRA is not looking to procure a discrete hardware/software system from a vendor. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Solicitation packages are not available. All responsible sources may submit a capability statement that shall include clear and convincing evidence of the vendor's ability to provide the required hardware/software system and associated support services which meet or exceed the specifications/capabilities identified in paragraph C Specifications below. Due to the critical nature of these national security exercise events, submitted responses must meet or exceed the specifications. The applicable NAICS code is 541990 with the size standard of less than $14 Million. All responses shall include the vendors business name, CAGE code, point of contact, address, business size (large, small, 8(a), etc.) and telephone number with area code. Telephone requests or inquiries shall not be accepted. All responses shall be submitted via email to the attention of Ms. Sae-Jin Yu (Sae-Jin.Yu@dtra.mil), Contracting Officer and Mr. Daniel Vola (Daniel.Vola@dtra.mil), Contracting Officer no later than 12 December, 2013 at 4:00PM EST. Any and all responses received after this date will be considered non-responsive and will not be considered. B. Requirements Background The Joint Nuclear Security Evaluation Program (JNSEP) is a series of physical security evaluations conducted by DTRA in coordination with other Government agencies/services that includes force-on-force exercises, engineering studies of physical security features, and modeling & simulation designed to evaluate the adequacy of the United States nuclear weapons security practices, policies and procedures. These exercises provide for a realistic combat training environment, simulating real time position locations for participants and vehicles involved in this weapons security exercise. The successful execution of these exercise events requires real time personnel tracking and exercise data collection and post exercise analysis utilizing commercial hardware/software which seamlessly integrates with the Multiple Integrated Laser Engagement System (MILES) system and provides 2D/3D modeling, audio/video tracking, GPS tracking, and video playback after action reports. C. Specifications The Government is seeking capable vendors who can provide a proven, fielded, and tested commercial hardware/software system which meets and or exceeds the specifications identified below. The Government requires a "real time" personnel tracking and exercise data collection and post exercise analysis system which utilizes commercial hardware/software and which seamlessly integrates with the Multiple Integrated Laser Engagement System (MILES) as well as provide system support subject matter experts (SMEs) to assist in the planning, logistics, and execution of the JNSEP event(s) as they relate to the proper placement, utilization, and technical operational requirements of the vendors submitted hardware/software system and associated MILES gear integration/calibration: C1.1 System Performance Standards, Specifications, and Logistical Support Requirements - Rapidly deployable and modular system capable of easy transport to identified Department of Defense (DoD) installations or Department of Energy (DoE) complex/locations, allow for the system and accompanying logistics to be established/set-up within the scenario area of operations (SAO) within one week and torn down within one week, returning the SAO to its previous configuration with no permanent modifications - Incorporate system into vehicles (including boats) and individual Multiple Integrated Laser Engagement System (MILES) transmitters (attached to weapons) and receivers (attached to individuals and vehicles) throughout the SAO - Tracks MILES "kills" by showing the location of an individual firing a "kill" shot and the location of the individual/vehicle being "killed" as well as the "shot line" the MILES laser took (from point-of-origin to point-of-impact) throughout SAO. The system shall track MILES "near-misses"; - Create and display a 2D and/or 3D recreation of the SAO in multiple user interfaces that refreshes in near real-time in a Tactical Operations Center (TOC). This recreation shall include the interior of all buildings within the SAO; - Incorporate a GPS tracking system affixed/attached to each individual and vehicle in the SAO that tracks these individuals and vehicles in the aforementioned 2D or 3D recreation of the SAO in a TOC. The system shall: o Transmit location of individuals and vehicles and MILES engagements "kills" and "near-misses" o Refresh every four seconds or less to reflect current locations of personnel within SAO to the TOC o Provide GPS transponders in quantities ranging from 100 units to 500 units based on exercise location and mission set - Ensure all buildings utilized within the SAO are configured in a manner which enables continued tracking of exercise forces (EXFOR) as they travel from the exterior of a building (tracked via GPS) to the interior of the building (tracked by some other type of location system mounted within the facility); if the building is multi-story, the building shall be configured in manner to track all EXFOR on every level of the building; the system mounted in the facility must not permanently alter the facility in any way; - Record all scenarios, including radio transmissions, from start to finish and be able to play them back, in their entirety, for after action review (AAR) and provide these recorded scenarios to the Government - Provide the DTRA Modeling & Simulation Team with data feed support as required during all scenarios; - Provide radio towers/repeaters and any other communications elements for the operation of the system; these systems will be portable and not permanently installed; - Provide any support equipment needed to operate the communications and system (i.e. generators if communications tower is erected away from a power source) - Provide a system that meets requirements listed above only for the duration of the exercise (i.e. vendor provides all equipment to the Government without requiring the Government to purchase the system) - Receive, inventory, deliver and store MILES equipment (provided by the Government) as required - Conduct inventory, package and prepare all equipment for post-exercise shipment, including MILES equipment - Establish communications network to cover entire play area by setting up radio towers; - Establish, operate, and troubleshoot the system and supporting communications equipment for the duration of the exercise; - Set-up all MILES and GPS instrumentation training equipment to all exercise participants, vehicles, boats, and other exercise equipment. Ensure all MILES equipment is integrated with a 2D or 3D near real-time display and recordable software suite; - Assist in "sighting-in" of MILES weapons - Provide training on use of MILES and associated GPS equipment to controllers (use of Controller devices, zeroing, resetting, etc.) and exercise participants - Troubleshoot MILES and GPS systems as problems arise throughout term of exercise. - As required, provide an explosives range to conduct engineering tests on identified security equipment in support of JNSEP investigative studies including all required testing equipment, videography, instrumentation, data collection/analysis, and safety and prediction analysis studies.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.
