Support for M2 Environmental Cleanup Program Calls for Projects

The Orange County Transportation Authority (OCTA) is soliciting proposals for a qualified water quality technical consultant to provide as-needed support for the administration and development of the Environmental Cleanup Program (ECP), also known as Project X. The selected consultant will support Tier 1 and Tier 2 competitive grant programs by assisting with calls for projects, updating application materials, performing technical reviews and scoring, and providing post-award support to ensure consistency with water quality benefits and transportation nexus. Services will be performed on a time-and-materials basis under the direction of the OCTA Project Manager, utilizing Orange County Stormwater Tools (OCST) and adhering to Comprehensive Transportation Funding Programs (CTFP) Guidelines and Level 1 Health, Safety and Environmental Specifications. Proposals are due by 2:00 pm on November 9, 2026, via the OpenGov Procurement portal. Award decisions will be based on a weighted evaluation of the work plan (30%), firm qualifications (25%), staffing and project organization (25%), and cost and price (20%). The resulting contract will be a time-and-expense agreement requiring monthly invoicing accompanied by progress reports, with payments remitted within 30 calendar days of approval. Key administrative requirements include the avoidance of organizational conflicts of interest, potential filing of Statements of Economic Interests (Form 700), and strict adherence to safety standards, where non-compliance may lead to contract termination.
