Full Description

This project will support USG efforts to build strengthened and sustainable health information systems within Haiti, allowing for the Haitian government to effectively manage and monitor program resources (both host-country and donor) and monitor patient outcomes, as well as to ensure effective, routinized information use throughout the health sector. The project will support Government of Haiti strategic health information systems, focusing on four key objectives: - OBJECTIVE 1: Build the capacity of the MOH to effectively manage strategic information systems - OBJECTIVE 2: Develop an expanded and comprehensive Carte Sanitaire platform for the Unite de Planification et d'Evaluation (UPE) - OBJECTIVE 3: Support the implementation of a comprehensive Health Management Information System (HMIS) - OBJECTIVE 4: Improve data quality and applied data use within GOH data reporting chains Proposals for this program will illustrate strategies that build on existing USG and donor strategic information initiatives defined within the 2010-2015 Haiti Strategy and further steer current efforts to strengthen the capacity of individuals and GOH institutions to collect, analyze, and use information to inform the management of health systems within Haiti. It should be noted that data quality and use are fundamental dimensions of this proposal request and the contractor must demonstrate familiarity with HMIS development and implementation, as well as strategic approaches to furthering data quality and use. As sustainability of achievements will be central to this program, evidence of capacity building within host-country structures will be required within the proposed strategic approach. An important element of this program will be to ensure direct response to the USG/GOH Partnership Framework. It is imperative that the GOH take a leadership role in strategic information capacity building and the contractor would be required to demonstrate how management and ownership of project elements will be graduated to the MOH over the life of the project.
