AI Contract Overview
The contract is for the procurement of one unit of a Trauma Pelvic Orthotic Device, specifically an olive drab fabric belt with plastic/velcro fasteners and a mechanical advantage pulley system designed for the rapid, safe, and effective initial treatment of pelvic fractures. The item is identified by NSN 6515-01-526-1175 and is to be delivered within 20 days to Fort Bragg, North Carolina, with FOB destination terms placing responsibility for shipping risk on the contractor until arrival at the designated delivery point. All packaging must conform to DLA Medical Marking Standard No. 1, which supersedes MIL-STD-129 for medical acquisitions, ensuring each unit is sealed in a protective container and shipped in commercial exterior containers suitable for common carrier transport at the lowest rate. Marking requirements include unit of issue, quantity per unit pack, and standardized barcoding compliant with MMS NO. 1, while packaging must follow ASTM D3951 and RP001 DLA packaging directives, with adherence to the DLA Master List of Technical and Quality Requirements taking precedence where conflicts arise. The solicitation mandates electronic submission via DIBBS with a response deadline of May 26, 2026, and requires compliance with a suite of federal acquisition regulations including FAR and DFARS clauses covering cybersecurity, hazardous materials handling, packaging, transportation, payment submission via WAWF, and supplier representations on entity identification, size status, and socioeconomic categories. Contractual obligations also include adherence to NIST SP 800-171 for safeguarding covered defense information, prohibitions on procurement from Communist Chinese military companies, restrictions on hexavalent chromium use, and compliance with trafficking in persons and employment eligibility verification requirements. Final inspection and acceptance occur at the delivery point by government personnel, and the contract is governed by standardized clauses addressing contract modifications, subcontractor requirements, whistleblower rights, and electronic payment processing through WAWF with no alternative invoicing methods permitted.
