The statutory authority for this sole-source procurement is Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 (or 41 U.S.C. 1903 for Special Emergency Procurement) as implemented by FAR Subpart 13.5. It is determined that circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The Army Contracting Command-New Jersey (ACC-NJ) on behalf of Project Manager, Close Combat Systems (PM-CCS) and the U.S. Army Combat Capabilities Development Command Armaments Center (CCDC-AC), intends to award one (1) Firm Fixed Price (FFP) contract, on a sole-source basis to Pacific Scientific Energetic Materials Co. (PacSci EMC), for Single Net Solution (SNS) & Remote Deployment Device (RDD) - Program Product Verification Test, Type Classification, and Material Release Documentation and Support. The contractor shall provide data for use by the Government in Material Release of the SNS-RDD, leveraging PacSci EMC's ArrestNet System. The contractor shall also provide Production Verification Support, including training, modification, and replacement of components/systems in response to Production Verification Testing (PVT). It is the Government's intent to solicit, negotiate, and award on a sole-source basis to PacSci EMC for the requirement. It is the Government's intent to process the contract under the authority of FAR 13.106-1(b)(1)(i). THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT UNDER THE REFERENCED AUTHORITY. This notice is for informational purposes only, shall not be construed as an invitation for bid, request for quotation, request for proposal, or a commitment by the U.S. Government. NO SOLICITATION FOR THE SOLE SOURCE PROCUREMENT WILL BE PROVIDED. Any capability information submitted as a result of this notice shall be at no cost or obligation to the Government. This notice in no way obligates the Government to award a sole source action to PacSci EMC. Note: Number W15QKN-20-X-09B1 is for tracking purposes only.
