Solicitation SPE4A7-27-Q-0161 is a firm fixed price request for the procurement of one structural support component for aircraft, identified by NSN 1560-01-130-6854. This small business set-aside is issued by the Defense Logistics Agency and requires the delivery of the item within 200 days after order. The contract includes a First Article Testing requirement with a total delivery window of 520 days. Technical data is provided via a Technical Data Package, which may include digital Mylar data. If the contractor converts this digital data to a stable-based format, they are responsible for all associated costs and must ensure strict dimensional accuracy according to ASME Y14.31, with specific tolerances for grid units and registration marks. The award will be based on best value, weighing cost or price against non-price factors, with past performance and quoted delivery being significant considerations. Compliance requirements are extensive, including CMMC Level 2 certification, adherence to the Buy American Act, and strict export controls under ITAR and EAR. Packaging must follow ASTM D3951 for non-hazardous materials or TQ requirement IP025 for hazardous materials, with all labeling conforming to MIL-STD-129. Inspection is conducted at the source for first article testing, while general acceptance is based on zero non-conformances. Invoicing and payment must be processed through the Wide Area WorkFlow system.
