This contract action actually consists of two simultaneous actions: one to establish an IDIQ contract with a ceiling of $9.8M and the second to obligate $1M in funds toward the first task order under the IDIQ. The IDIQ contract vehicle will enable FHWA to obtain technical services and expertise from the FAA CAASD FFRDC at MITRE. Under FAR Part 35.017 which specifies how the government may cultivate technical expertise at Federally Funded Research and Development Centers (FFRDCs) to conduct research in the public interest, FHWA may access MITRE's highly technical skillsets to produce systems engineering analyses, stakeholder‑adoptable prototypes, and standards‑aligned methodologies that enable federal, state, and local DOTs to make informed investment decisions. The first task order will build a prototype digital testing marketplace that enables FHWA researchers and others to interoperability exchange data from heterogeneous models, tools, and simulation platforms.
