REQUEST FOR PROPOSALSINTRODUCTIONThe City of Surrey (the “City”) is inviting Proponents to submit Proposals for a consultant team with the expertise to develop an updated District Energy strategy for Surrey City Energy (the “SCE”). SCE is a municipally owned utility that exclusively operates the City’s District Energy System (the “DES’). The updated strategy should align with the utility’s current development priorities, advance the utility’s low-carbon transition, and identify opportunities for sustainable growth to 2075.QUALIFICATIONSDelivery of the updated SCE District Energy Strategy will be by the Proponent. The Proponent’s services should include, but are not limited to, the following expertise:a) Mechanical engineering with district energy specializationb) District energy network modellingc) Business case and financial analysis for utilitiesd) Resource management & strategic decision analysise) Energy policy & utility planningf) Low carbon thermal energy generationg) Heat pump technologyh) Expertise on GHG emissions analysisi) Stakeholder engagement experience (optional)The Proponent will ensure that the personnel proposed in its submission, including their respective roles and associated hours or level of effort, perform the Services as described.
