The Surveillance and Case Control Study of Stillbirth and Birth Defects (SUCCSSBD) is a funding opportunity issued by the Centers for Disease Control and Prevention under the Department of Health and Human Services. The initiative seeks to improve the quality and timeliness of surveillance for birth defects and stillbirths in the United States to better identify emerging threats and prevent infant mortality and morbidity. A primary focus of the program is to evaluate how data modernization through electronic case reporting impacts the accuracy and speed of data collection. The program is divided into three distinct components: the modernization of birth defects surveillance, stillbirth surveillance, and research regarding birth defects and stillbirths. This research includes utilizing surveillance data to support case-control studies aimed at assessing risk factors. Eligible applicants may apply for one or more of these components to support the agency's goals of reducing the occurrence of birth defects and pregnancy loss.

Full Description

Birth defects affect about three percent of all births in the United States and are a leading cause of infant mortality, morbidity, and healthcare costs; the causes of two-thirds of birth defects remain unknown. In addition, stillbirths (pregnancy loss at 20 or more weeks of gestation) are an under-evaluated public health issue. Over 20,000 pregnancies in the U.S. end in a stillbirth each year.

This notice of funding opportunity aims to advance the quality and timeliness of birth defects and stillbirth surveillance and support research on birth defects and stillbirths in the U.S. The purpose is to (1) evaluate the impact of data modernization using electronic case reporting (eCR) on birth defects data quality and timeliness; (2) conduct high quality stillbirth surveillance; and (3) utilize timely surveillance to support a case-control study to assess risk factors for birth defects and stillbirths. This supports agency goals to identify emerging threats to mothers and babies and prevent the occurrence of birth defects and stillbirths. CDC will fund three components under this NOFO. Applicants may apply for one or more components as long as the eligibility criteria for each component are met.

Three components are included to support SUCCSSBD:

Component A: Modernization of Birth Defects Surveillance

Component B: Stillbirth Surveillance

Component C: Birth Defects and Stillbirth Research

Maternal-Child Surveillance and Partnerships for Action, Results, and KnowledgeThe Centers for Disease Control and Prevention, under the Department of Health and Human Services, is preparing to allocate funds through the Notice of Funding Opportunity Maternal-Child Surveillance and Partnerships for Action, Results, and Knowledge to strengthen surveillance systems and national partnerships focused on maternal and child health. The initiative aims to enhance clinical surveillance of pregnant women, infants, and children by capturing critical data on prenatal exposures such as alcohol and polysubstance use, as well as conditions including fetal alcohol spectrum disorders, neonatal abstinence syndrome, and congenital cytomegalovirus. Funding will prioritize entities with the infrastructure and data authority to initiate, sustain, or expand these surveillance systems, with a strong emphasis on improving data quality, enabling timely reporting, and facilitating the dissemination of outcome data through actionable visualizations. Technical assistance will be provided to funded entities by partners with informatics expertise to ensure robust data collection and effective communication of findings. In parallel, the funding will support national partnership activities designed to prevent fetal alcohol spectrum disorders and improve early identification, support, and care for affected individuals. These efforts will include serving as a national resource for FASD-related information, advancing evidence-based communication strategies, building clinical capacity across the lifespan, addressing disparities and gaps in services at regional, state, local, and tribal levels, and evaluating program effectiveness. The combined approach integrates surveillance and partnership activities to create a unified framework that transforms high-quality data into concrete prevention strategies, referral pathways, and interventions that improve health outcomes for mothers and children. The opportunity is open to eligible organizations with the capability to execute both surveillance and partnership components, and inquiries may be directed to the designated point of contact at the CDC.
