The work will require on-site activities at Dyess AFB in Abilene, Texas, including a one-week charrette at the start of performance, field surveys of critical subsystems such as 400Hz power, 28VDC control circuits, PAO coolant systems, pit doors, and drainage, and the delivery of a project work plan, meeting minutes, field exit briefings, a draft report, and a final report in both paper and electronic formats. All deliverables must comply with specified standards including IEEE 3003.1-2019, NFPA 780-2026, ANSI C2-2023, and the 2026 National Electrical Code, and any replacement components must meet or exceed original specifications. The contract will have a 113-day performance period beginning after receipt of government-furnished data and the start of the charrette, with payment tied to milestone deliverables—40% upon work plan approval, 50% upon draft report submission, and 10% upon final report acceptance.
