The Space and Missile Systems Center Advanced Systems and Development Directorate awarded a sole source bridge task order to Booz Allen Hamilton Inc. under a GSA One Acquisition Solution for Integrated Services multiple award Indefinite Delivery/Indefinite Quantity contract. This action, identified by solicitation number FA8818-15-F-0023, provides continuing sustainment of technical and engineering analyses for the Survivability/Vulnerability Information Analysis Center supporting the Advanced Systems and Development Directorate and the Operational Responsive Space Directorate at Kirtland Air Force Base, New Mexico. The bridge contract was established to prevent a gap in critical research and development services following the expiration of a previous Defense Technical Information Center contract on July 7, 2015, while a competitive follow-on effort was being finalized. The contract covers a primary performance period from September 2, 2015, to January 7, 2016, with three one-month options extending through April 7, 2016. Financial estimates for the effort include 622,000 dollars for labor and 27,000 dollars for travel. This non-competitive award was justified under FAR 6.302-1(a)(2)(iii)(A) to ensure the continuity of instrumental technical capabilities. Administrative oversight is provided by the Department of Defense, with an appointed SMC Ombudsman available to facilitate the resolution of concerns from interested parties.

In accordance with FAR 6.302-1(a)(2)(iii)(A), SMC/ADK has awarded sole source task order against a General Service Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide continuing sustainment of the technical and engineering analyses provided under the previous Defense Technical Information Center (DTIC) SURVIAC Technical Area Tasks (TAT) for Space & Missile Systems Center/Advanced Systems & Development Directorate (SMC/AD) and Space & Missile Systems Center/Operational Responsive Space Directorate (SMC/ORS) at Kirtland AFB, NM. The DTIC contract expired on 7 Jul 2015. There is a competition ongoing for this effort with an estimated award date of Dec 2015. In accordance with FAR 5.705(b), note that this action was not competitive. In-depth rationale for using a non-competitive approach is provided within the Justification & Approval Document provided as an attachment to this Award Notice.
