The Department of Homeland Security and the U.S. Coast Guard are pursuing a sole source contract with Lockheed Martin for Deepwater Command, Control, Communication, Computer, Intelligence, Surveillance and Reconnaissance sustainment support services. This acquisition, conducted under FAR 6.303-1, is necessary because Lockheed Martin provides the proprietary Coast Guard Command and Control software essential for integrating sensors and command systems across various platforms. These systems are currently operational on National Security Cutters, HC-144 and HC-130J aircraft, in-service cutters, and multiple shore facilities including Training Center Petaluma and various command centers. The scope of work focuses on maintaining situational awareness and system integration for surface, aviation, and land-based assets, excluding the Deepwater C4ISR Communication Suite. While Lockheed Martin is identified as the only responsible source capable of providing this complex support, the contract includes a transition plan where certain sustainment tasks will be shifted from the contractor to Coast Guard personnel. This presolicitation is managed by the C5I Division in Alexandria, Virginia, under solicitation number HSCG79-11-R-PDW014.

Full Description

Revised Sysopsis: This acquisition is being conducted under FAR 6.303-1, Justification for Other Than Full and Open Competition, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The United States Department of Homeland Security (DHS), the U.S. Coast Guard (USCG) Command, Control, Communications, Computer and Information Technology Service Center (C4IT SC), Command, Control and Communication Engineering Center (C3CEN), Telecommunication and Information Systems Command (TISCOM), and Business Operation Division (BOD), contemplates a sole source contract to Lockheed Martin for specific Deepwater Command, Control, Communication, Computer, Intelligence, Surveillance and Reconnaissance Sustainment Support Services (C4ISR) with the exception of the Deepwater C4ISR Communication Suite. Lockheed Martin's Deepwater C4ISR systems have been deployed and are now (or soon will be) operational on USCG's National Security Cutters (NSC); the HC-144 Maritime Patrol Aircraft (MPA) Mission Support Pallet (MSP); the HC-130J (LRS) aircraft's Mission Support System (MSS); and in-service cutters (i.e. the WHEC/WMEG fleet). Additionally, the Deepwater C4ISR systems are deployed at shore facilities, to include but not limited to: Training Center Petaluma; C3CEN CG-C2 NSC Lab Mock-ups; Aviation Logistics Center Support Facility; District 7 and Sector San Juan Command Centers, Communication Stations (COMMSTA); and Communication Area Master Stations (CAMS). C4ISR's sensors provide situational awareness to USCG vessels, aircraft and shore facilities. Additionally, the C4ISR software integrates the sensors and interfaces with various command and control systems (radar, navigation, fire control, etc.) Lockheed Martin's proprietary Coast Guard Command and Control (CG-C2) software is the primary integration software used to fully integrate C4ISR and is closely integrated into the identified Deepwater surface, aviation and land based platforms identified above. Therefore, a sole source contract with Lockheed Martin is necessary. At this time, there are no other sources that can fully provide the required support necessary to keep these complex systems operational. During the contractual period, certain tasks provided under the Deepwater C4ISR sustainment support will transition from Lockheed Martin to Coast Guard personnel located on surface vessels and shore facilities.
