The Sutter Pointe Regional Wastewater Conveyance Project, identified as Permit No. 19804, involves the installation of a 24-inch sanitary sewer force main in Sutter County, California. Located approximately 100 feet north of Riego Road within Reclamation District 1000, the project requires crossing the Natomas East Canal levee and the Natomas East Main Drainage Canal. The infrastructure consists of a 24-inch welded steel pipe for the levee crossing and a 24-inch fusion-welded high-density polyethylene pipe installed within a 42-inch welded steel pipe casing beneath the canal bed, utilizing open-trench excavation methods. The project is governed by several regulatory frameworks, including Fish and Game Code Section 1602 via Streambed Alteration Agreement SUT-58803-R2 executed by the California Department of Fish and Wildlife, and California Code of Regulations Title 23, Article 3, Section 6. Environmental compliance has been established through an Environmental Impact Report and subsequent Notices of Determination issued by the California Department of Fish and Wildlife and the Central Valley Flood Protection Board in September 2025.
