SV 26.2 Bulk Potable Water

The Theater Contracting Center – Americas, 410th Contracting Support Brigade, is soliciting quotations for a firm-fixed-price contract to provide non-personal services for the delivery of 2,240 gallons of purified bulk potable water. This requirement supports the Southern Vanguard 26.2 exercise in Sauce, Peru, with a performance period scheduled from September 5 to September 18, 2026. The contractor is responsible for the transportation, delivery, and offloading of water in sealed, food-grade 5-gallon or 20-liter containers to a designated warehouse or storage footprint within the Sauce training area. Logistics include navigating austere environments and performing transit across the Huallaga River via local ferry or balas. All water must meet strict quality standards regarding disinfection, turbidity, color, pH, and total dissolved solids as outlined in the Performance Work Statement. The government will award the contract to the responsible offeror providing the lowest total evaluated price among those determined to be technically acceptable and possessing satisfactory past performance. Technical evaluation will focus on the ability to meet all PWS requirements and mobilize in the Sauce, Peru, environment, while past performance requires two examples of previously awarded contracts. Offerors must submit a detailed technical description including a personnel management plan and a mandatory quote for Defense Base Act (DBA) insurance, which is a reimbursable, not-to-exceed line item. Quotations must be submitted in U.S. Dollars no later than 1500 CST on August 20, 2026. All services must be coordinated with the Contracting Officer and the Contracting Officer Representative, and personnel must adhere to strict security protocols, including mandatory escorts when accessing controlled spaces.
