Sweetwater Reservoir Recreation Master Plan-Shoreline Fishing Program Draft Supplemental EIR

The Sweetwater Authority is implementing the Sweetwater Reservoir Recreation Master Plan, which focuses on modifying a 2.2-mile-long maintenance road currently closed to the public. The project will convert this road into a shared-use recreational trail connecting the Sweetwater Reservoir Recreation Area to the County of San Diego’s Riding and Hiking Trail. To support this transition and protect the watershed, the scope of work includes habitat restoration, invasive weed abatement, and drainage improvements designed to enhance water quality for the reservoir. The project is located in Chula Vista and National City, California, specifically at the intersection of San Miguel Road and Campground Road. On July 28, 2025, the State Water Resources Control Board approved a Water Supply Permit Amendment and issued a Notice of Determination stating that the project will not have a significant environmental effect. The project adheres to the California Environmental Quality Act and was processed as a Categorical Exemption for minor alterations of land. Administrative coordination is managed by Israel Marquez of the Sweetwater Authority and the State Water Resources Control Board.
