SWIFT - Notice of Intent to add Open Market Item

The Centers for Medicare and Medicaid Services (CMS), intends to incorporate open market items, also known as incidental items, non-contract items, non-Schedule items, and items not on a GSA Schedule contract, onto the existing Centers for Medicare and Medicaid Services (CMS) Delivery /Task Order with Sole Solutions, Inc. (contract # GS-35F-0117W / HHSM-500-2013-00280G) in accordance with FAR 8.402(f); item added is: Epic software. This task requires the acquisition an enterprise license of the SWIFT Epic Workfolder product. The SWIFT Epic Workfolder product is a proprietary software solution belonging to Sole Solutions, Inc. Thus, Sole Solutions is the sole source that the Epic software can be purchased from. This product is an integral part of a long-term strategy to maintain the reliability of the SWIFT application. The existing workfolder in SWIFT was developed over five years ago and incorporates off-the-shelf controls from Infragistics that will no longer be supported in Internet Explorer 10. Upgrading this workfolder with new controls and enhancing it for the Audits application would entail a significant effort and expense. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2) (ii). This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
