The contract pertains to the procurement of 12 units of a rotary switch, designated by NSN 5930-00-460-4478, under solicitation SPE7M1-26-U-4433 issued by the Maritime Supply Chain of the Department of Defense through the Defense Logistics Agency. Delivery is required within 92 days ADO on a FOB destination basis, with performance governed by an Indefinite Delivery Contract (IDC) below the Simplified Acquisition Threshold, having a maximum value of $350,000 and a guaranteed minimum of one unit once binding. Technical data associated with the item is subject to export controls under either ITAR or EAR, and disclosure to foreign persons—regardless of location—is restricted unless prior authorization is obtained. Access to such data is limited to contractors with approved US/Canada Joint Certification Program status, who have completed mandatory DLA training and questionnaire requirements. Packaging and marking must strictly follow MIL-DTL-28786, MIL-STD-2073-1E, and MIL-STD-129, with special provisions for hazardous materials requiring adherence to 29 CFR 1910.1200 and IP025, and radioactive content must be labeled per MIL-STD-129. Inspection and acceptance are governed by MIL-STD-1916 or ASQ H1331 with zero non-conformance requirements, sampling standards assigning verification levels VII, IV, and II and corresponding AQLs of 0.1, 1.0, and 4.0. The contractor must use WAWF for all invoicing and receiving reports, maintain SAM registration, and comply with stringent cybersecurity requirements including NIST SP 800-171 DOD Assessment (Deviation 2026-O0025). Compliance with the Berry Amendment, Buy American Act, and prohibitions on trafficking in persons is mandatory. Offerors are required to accurately represent their size and socioeconomic status in SAM, and while this is not a small business set-aside, all representations must be kept current. Payment is contingent on electronic submission via WAWF with a designated business point of contact, and quotes are non-binding information requests. Contract administration requires adherence to a broad array of FAR and DFARS clauses covering whistleblower rights, data safeguarding, cyber incident reporting, subcontracting, transportation by sea, and limitations on arbitration

General Info

IDIQ for 12 rotary switches, export-controlled, FOB origin, zero non-conformances, NIST DFARS compliance, electronic submission by July 29, 2026.
