The National Geospatial-Intelligence Agency (NGA) is seeking to procure access to a commercially available electronic library that contains terminal aeronautical charts, diagrams, and textual information to support global aeronautical navigation requirements for the Department of Defense and U.S. Coast Guard. Jeppesen, a Boeing Company subsidiary, is identified as the sole commercial provider holding the necessary comprehensive global library of instrument approach procedures, making Boeing the exclusive source for this requirement. The contract will be awarded on a firm-fixed-price basis, covering the period from April 1, 2016, through June 30, 2016, with an option to extend from July 1, 2016, to September 2, 2016. This acquisition is justified under the authority allowing for non-competitive contracting when only one responsible source exists that meets the agency’s needs. The solicitation references the North American Industry Classification System code 541370, indicating professional scientific and technical services. Communications related to the contract are to be directed exclusively to the designated contracting officials, Patrick J. Higgins and Tammie R. Shelton, with no verbal inquiries accepted. The procurement supports NGA’s mission to maintain precise and comprehensive aeronautical navigation data critical to national defense operations.
