This Notice of Proposed Contract Action does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract. The Government will not reimburse firms for any cost associated with preparing or submitting a response to this notice. In accordance with FAR 5.203(a) the purpose of this announcement is to inform Industry sources that the Government intends to release a full and open competitive Request for Proposal (RFP) in at least 15 days or more. All official RFP documents will be transmitted to interested eligible sources. The primary purpose of this procurement is to acquire Data Services Support in support of United States Space Force data management requirements. Through leveraging the availability of commercial platforms for Data-as-a-Service solutions, the primary objective is to allow scalability through the utilization of enterprise data storage and data management solutions capable of operating in secure environments and providing data products and advanced analytics to the space community. Unless all proposals are non-responsive or rejected, the Government anticipates the use of a Firm-Fixed-Price (FFP) multiple award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle. The basic contract will be awarded to responsible Contractor(s) whose submission(s) conform to all elements and factors of this solicitation and is/are determined to be a Qualifying Offer. The Government reserves the right to make a single award in the event that only one solution is determined to qualify. There will be no set-asides at the basic contract level. Partial set-asides may be considered at the Delivery Order level depending on the number of qualifying small business offerors responding. For additional information and background, see previous postings: 22-10 and 23-01 on SAM.gov. Award will be made only if the offeror, or the product meets qualification requirements at the time of award in accordance with FAR clauses 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. Based on Market research, the Government is using policies contained in FAR Part 12, Acquisition of Commercial Items, in the solicitation for the described supplies.
