The Government anticipates this effort to be awarded on a sole source basis to Northrop Grumman Systems Corporation, 213 Wynn Drive, Huntsville, AL 35805-1958, CAGE 9F909. The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A) and (B); however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Northrop Grumman is the Original Equipment Manufacturer and sole developer for the IBCS. The IBCS is still in the EMD phase, as such, NG maintains the knowledge, skilled labor force, and detailed technical data concerning the manufacturing processes, system operations, and detailed software/hardware designs necessary to perform the critical engineering and integration activities associated with the IBCS. A technical data package is not available at this time.
