The Naval Sea Systems Command plans to issue solicitation N00024-17-R-2313 on a sole-source basis to Bath Iron Works (BIW) for lead yard engineering and technical support related to the DDG 51 Class ships, including Flight III design work. BIW, located in Bath, Maine, is uniquely qualified as the original designer and builder of the DDG 51 Class, possessing critical knowledge of the ship configurations and construction methods. This contract will provide the necessary lead yard services to support the construction and maintenance of these vessels. The award is anticipated to cover an initial period of one year with options to extend up to four additional years. The procurement is justified under exceptions to full and open competition according to federal regulations, with the Small Business Association concurring in the Navy's sole-source determination. While interested parties may pursue subcontracting opportunities directly with BIW, the government will not accept proposals or offers in response to this notice and makes no commitment to award a contract. Future solicitation, if any, will be publicly announced, and this notice solely serves to inform potential stakeholders of the intended procurement strategy and scope of work involving essential support services to sustain the DDG 51 ship program.

The Naval Sea Systems Command intends to issue, on a sole-source basis, solicitation N00024-17-R-2313 to Bath Iron Works (BIW), 700 Washington Street, Bath, ME 04530-2574, to maintain necessary Lead Yard engineering, technical support, special studies, and Flight III design work for DDG 51 Class Lead and Follow ship class configurations. Pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as the lead-yard ship designer and builder, BIW is the only firm capable of providing timely and effective lead-yard services to support DDG 51 Class lead-yard construction. BIW has the requisite familiarity and knowledge of DDG 51 configurations as well as a detailed understanding of the construction techniques and practices used to build these ships. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Small Business Association concurs with the Navy's assessment and decision to award without full and open competition. Companies interested in subcontracting opportunities should contact BIW directly. The resultant contract, if awarded, will be for one year with options for up to four additional years.
