This award is based on Title 10 U.S.C. 2304(c)(1), whereby the supplies or services required are available from only one source, and no other type of supplies or services will satisfy agency requirements. A single award indefinite delivery, indefinte quantity contract vehicle with multiple contract types is anticipated with a period of performance of 5 years. This award will provide comprehensive sustaining engineering for the B-1 Radar system, building upon the support currently provided under GSA OASIS Task Order 47QFWA21F0007/GS00Q14OADU325. This contract encompasses recurring services such as on-call engineering support for field issues, NG Radar Software Integration Lab (SIL) sustainment, fleet technical support, and Aircraft Availability and Reliability Team (AART) support. It also includes non-recurring task assignments for advanced sustainment needs exceeding form/fit/function replacement, engineering deliverables, and Upgraded System Test Bench (USTB) software maintenance. As the sole integrator for the AN/APQ-164, Northrop Grumman (CAGE# 2S209) is the only contractor with the technical knowledge of the systems and software necessary to provide the technical data, resources, and expertise necessary to fulfill the Government's requirements.

Multi-Award Multi-Platform OTA
Solicitation # FA8138-27-9-XXXX
The Department of the Air Force, through the Air Force Life Cycle Management Center (AFLCMC) and the B-1 System Program Office, is seeking sources for a multi-award Other Transaction Agreement (OTA) under 10 U.S.C. § 4022 and 4023. This initiative aims to resolve critical spare part shortfalls for strike airframes caused by structural fatigue, vanishing OEMs, and diminishing manufacturing sources. The anticipated period of performance is ten years, spanning from 2027 to 2037, with the B-1 System Program Office at Tinker AFB serving as the lead administrative entity. By utilizing an OTA rather than traditional FAR-based procurement, the government intends to reduce lead times for urgent fleet operational repairs. The scope of work focuses on aircraft sustainment and parts obsolescence resolution, including additive and subtractive manufacturing, reverse engineering of avionics and electrical components, the qualification of specialized RF cables, and the development of embedded firmware. Deliverables will be issued via competitive Prototype Project Orders and must adhere to rigorous standards, including MIL-STD-810 for environmental testing, MIL-HDBK-516C for airworthiness certification, and MIL-STD-129/130/1366 for packaging and marking. Interested respondents must submit a capability statement by November 14, 2026, via DoD SAFE, detailing their statutory eligibility, technical prototyping capabilities, and security clearances, including CMMC and ITAR/EAR compliance. The primary NAICS code for this effort is 336413, with a small business size standard of 1,250 employees.
